Girls in India are very reserved, not all of them but most of them. They changed their attire, they expanded their boundaries, they hunted the restrictions on them but at the core they are still those typical Indian women who care to have pure image in public.

The reason why girls always want boys to message first is because of Indian boys behavior. If a girl messages him first for whatever the reason he will not be calm until he spreads it to 10 other boys in other way. As girls know of this fact they never message them first. I don’t say that this is the only reason for not messaging first there are also some other reasons like self esteem and not interested in chatting with a particular person. The thing with boys who are friends is different and to them they never hesitate to message. But boys have no problem in messaging first they don’t bother what others may think of them.
